Heat the oil in a medium sized pot, fry the onion and garlic for 2 minutes. Add the carrots and mince and fry for 5 minutes until browned. Season with salt and pepper.
Add the Hinds Spices Medium Curry Powder, Hinds Spices Turmeric, Rhodes Quality Tomato Paste, Bisto Original Gravy Powder and beef stock, and simmer gently for 30 minutes.
Stir in half the chopped parsley and set aside.
Shape the dough into balls, and fry in hot oil for 3 minutes. Remove from the oil and set aside. Cut the fried buns open and fill with the mince. Garnish with chopped parsley and serve with chutney on the side.
